Three years after RPG Maker 2000, RPG Maker 2003 came along. This release fixes many of the drawbacks of RPG Maker 2000 and features many completely revamped features, such as the battle system. Almost all resources from RPG Maker 2000 can be used in RPG Maker 2003, and even some RPG Maker 2000 games can be imported into RPG Maker 2003. While there is still the appeal of the newer RPG Maker XP, many people still stick to the simpler and arguably more fun to use RPG Maker 2003.

RPG Maker 2003, also referred to as RM2k3, and sometimes RM2k/3, is largely an improvement of RM2k. RM2k games can be ported to RM2k3 (but not back to RM2k, the conversion is permanent), and most resources are interchangeable. The main difference is the introduction of a side-view battle system similar to that found in the Final Fantasy games on the Super NES and the Sony PlayStation. This was the first version made by Enterbrain, which had previously been a part of ASCII.
RPG Maker VX, also referred to as RMVX, its Japanese release date was Dec. 27 2007, and official release date in America was February 29, 2008. In this new maker, the interface is more user-friendly, allowing new users to create games with ease. The framerate was increased to 60 frames per second, providing much smoother animation in comparison to RMXP's often-choppy 40fps. The programming language Ruby is still implemented, and the game's default programming has been overhauled to allow more freedom to those scripting in new features. New editor and a new RTP are included, this time in a much simpler "blocky" style. The default battle system is comparable to that of the Dragon Quest series or its predecessor RM2k, with a frontal view of the battlefield and detailed text descriptions of each action taken. One notable disadvantage from the previous version, however, is the lack of support for multiple tilesets when mapping, leaving the player with only a finite number of unique tiles with which to depict all the game's environments. Multiple player-made workarounds exist, but this remains a sore point among many RMVX users.
Runtime Packages were intended to be a common asset library of graphics, music, and sounds that games often shared to save on disk space in the early days of computing (where floppy disks and dial-up modems were commonplace). A good way to understand the way it's used is through Microsoft's tools; developers that use Visual Studio often include Visual C++ Redistributables and the .NET Framework, or they have to tell the user to download it from Microsoft's website.
The better games often don't use this package to ease the burden of having to install more prerequisites just to get the game working, and because they use original assets that the RTP would have no use replacing. You can use official packages from RPG Maker 2000 and 2003, but they can't be shared around, and they can't be used for projects that weren't made with anything other than RPG Maker (like EasyRPG, unfortunately).

RPG Maker 2003, much like its predecessor RPG Maker 2000 and its successor RPG Maker XP, comes with its own set of Runtime Package files, also known as the RTP. The RTP is a whole set of default graphics, music, and sound effects that are used in RPG Maker 2003 and, in most cases, the RTP must be downloaded to the computer to play the games made with RPG Maker 2003. Thanks to the RTP, created games can lessen their file size if a lot of material from the RTP was used.
To edit an RM2K game, get the RPG Maker 2000 editor. That's rpg2000.exe, not the RTP or anything else. Or rpg2003.exe, if the game is made in RM2K3. (You can get official English versions of both now!) 2000 and 2003 are similar and will sort of work with each other (2000 obviously won't support 2003 additions, and 2003 can cause some "bugs" in 2000 games), but RPG Maker XP and newer use completely different formats from RM2K, so they are not comptabile with RM2K games.
You must download the RTP2000 and RTP2003 from here. They are exe/zip files but can be extracted with e.g. 7zip. Create rtp folder in system folder. Put the extracted data in "rtp/2000" and "rtp/2003" to system/rtp accordingly.
Get a RPG Maker 2000/2003 game and place it in a direct subdirectory of the Player (boot.dol). After starting the Player a game browser will launch and you can pick the game. Valid games have the files "RPG_RT.ldb" and "RPG_RT.lmt".
